The active order is what requests walk, primary first; a provider that fails (or is out of
budget) is skipped to the next. Changes apply immediately to every replica and persist across restarts.
“Reset” returns to the *_PROVIDERS environment order.
Approve verifies the report's event. Reject / Duplicate drop the report from its event's counts; an event left with no reports is taken off the map. Resolve ends an event; Merge folds it into another event of the same type.
